Milliga Napaltjarri was born near Kiwirrkura in Western Australia and her country was Purrungu and Mulyurtu.
Milliga began to paint for Warlayirti Artists in 1989 and participated in Balgo group exhibitions from 1991, when her work was noticed because of her method of painting in layers of textured dots.
The artist's work was featured in Images of Power: Aboriginal Art of the Kimberley, National Gallery of Victoria, 1993, Power of the Land: Masterpieces of Aboriginal Art, National Gallery of Victoria, 1994; Dots, National Gallery of Victoria, 1996 and Great Icons of Aboriginal Art, National Gallery of Victoria, 1998.
